What sign-off process does the Phase 1 documentation have to go through?

The process is detailed in the checks and endorsements coversheet at the end of the full Phase 1 course documentation template, which can be found here. There is also information in the Phase 1 Guidance document. Only CTC formally approves each phase, with the other signatures indicating that the relevant party has endorsed and provided feedback (if relevant) on the documentation.
